JEFFERSON CITY, MO — For the first time since 2017, Missouri is reviewing and revamping its parole rules—and the public is invited to weigh in.
Under Executive Order 25-07, Governor Mike Kehoe has ordered a comprehensive overhaul of the state’s parole process, aiming to ensure fairness, transparency, and public safety. The directive calls for a working group of legal, correctional, and community leaders to recommend updates to Missouri’s Code of State Regulations (14 CSR 80-2), which governs parole eligibility, hearings, supervision, and release procedures.

Missouri Parole Board: Tony Helfrecht (Chairman), Kent Oberkrom, Martin Rucker
Missouri Department of Corrections: Director Trevor Foley, General Counsel Matt Briesacher, Operations Manager Steven Mueller, Probation & Parole Director John Mosley, Parole Analyst Charlie Baker
Judiciary & Law Enforcement: Judge Brouck Jacobs, Prosecutor Will Lynch, Sheriffs Matt Oller and Roye Cole
Community Representatives: Courtney Everett (SLU Prison Education), Stacey Lannert (Healing Sisters), Kim Beshear (Victim Advocate)
Draft recommendations are due to the Governor’s Office by October 1, 2025, after which the formal rulemaking process—outlined under Chapter 536, RSMo—will begin, including a public comment period.
