ELEVATING GRAPPLING, GROUND DEFENSE, AND HANDCUFFING
INTEGRATION FOR LAW ENFORCEMENT AND JAIL STAFF

The Missouri Sheriffs’ Association (MSA) has developed the MSA Ground Control System—a modern, research-based training program designed specifically for law enforcement officers and jail staff. While many defensive tactics programs emphasize grappling and submission, MSA identified a critical missing link: the seamless integration of handcuffing techniques. The Ground Control System bridges that gap—teaching participants how to transition from physical control to successful restraint, all while maintaining officer and subject safety.

TOPICS COVERED:
• Critical Aspects of Using Force
• De-Escalation & Duty to Intervene
• Takedowns, body locks, and standing control tactics.
• Top control positions, submissions, and transitioning to restraints.
• Ground escapes, reversals, and regaining control.
• Handcuffing Integration

WHAT PARTICIPANTS WILL WALK AWAY WITH:
• A complete control and restraint system rooted in time-tested grappling methods and legal use-of-force principles
• Improved ability to manage non-compliant and aggressive subjects through controlled, confident techniques
• Skills to transition from physical control to handcuffing and subject restraint in a realistic and tactically sound manner
• Enhanced readiness for critical incidents, including ground fights and rapid reversals
• Tools to reduce injury risk to both officers and subjects while maintaining lawful control
