The Law Enforcement Phlebotomy Program (LEPP) is funded through a grant from the Missouri Department of Transportation Highway Safety & Traffic Division to the Missouri Safety Center. This program funds these primary objectives:

– Assistance with policy and procedure development and resources for agencies who would like to develop a law enforcement phlebotomy program within this project, and
– Training up to 15 qualified officers to become law enforcement phlebotomists through training at the Moberly Area Community College (MACC) Law Enforcement Phlebotomy Program in Mexico, Missouri.
– Requalification training every two (2) years for qualified LEPs.

NOTE: Not all officers who apply will be accepted. Due to the nature of this project, officers must have support from the head of their agency, county prosecutors, elected officials, and other necessary stakeholders.

Training will take place in 2026 in two separate classes. Applicants will have to participate in 5-6 weeks of online training assignments, successfully pass a mid-term exam and travel to Mexico, Missouri for approximately 3 – 4 days for onsite training. The clinical portion of the training session will either be completed in Mexico, Missouri or will be completed at a clinical site closer to the agency location of the selected participant. This will be determined by MACC staff and availability of clinical sites. It is anticipated that officers will be able to finish their clinical activities within 4-6 weeks of completing the onsite training. Clinical activities will be scheduled to assist in convenience to the clinic and to the LEP candidate. Each candidate will be required to complete 100 successful venipunctures (blood draws) supervised by clinical staff.

Please note, as a law enforcement phlebotomy candidate, you will have to draw blood from your fellow officers and you will have blood drawn while in the onsite training at Moberly Area Community College in Mexico. We will also have LEPs available at our kick-off meeting who will demonstrate blood draws on our candidate volunteers. If you have concerns about this, you need to consider if this is the right program for you.

*NOTE: MACC makes every effort to get a clinical location close to your agency; however, this process takes time and a site close to you may not be available at the time you are ready to complete clinicals because of the time it takes to complete the agreements needed. If you have a place in mind, it would be in your best interest to make contact with the location immediately after you are accepted into the program and then have them communicate with Darinda Mast at MACC. Once you are accepted into the program, Darinda will send an emailed letter to you for contact information and additional requirements for the program and clinicals.

Grant funds will cover tuition and fees at MACC, travel expenses including lodging, mileage, per diem and textbooks. Grant funds will cover required drug tests and background checks. Salaries and vaccinations are the responsibility of the participating agency while going through the training process.

We plan to notify accepted applicants as soon as possible after submission to allow participants to take care of all MACC applications and requirements.

NOTE: You MUST have all documentation submitted to Darinda Mast at MACC by March 1st once you are officially accepted into the program. If you do not have these items submitted, you may end up not being able to participate in the program. You will receive an email from her after your official acceptance into the program with all requirements.

Important: If you choose to withdraw from the program after you have started your online classes with Moberly Area Community College, we will require an acknowledgement letter from your command staff indicating the reason for withdrawal. Your agency may be required to reimburse the program based on monies already spent for your participation. Each withdrawal from the program will be reviewed by the Task Force on a case-by-case basis.

Course Tuition: $1300 (subject to change based on MACC’s tuition rates at the time)

* Letter from supporting county Prosecutor (if not previously received or if prosecutor has changed since prior submission)
* Statement from applicant regarding why the applicant and agency should be considered for the Training Project
* Other letters of support as applicable

Qualifications to be considered for Law Enforcement Phlebotomy Program (LEPP):
– EMT/Paramedic/DRE, preferred
– Missouri POST Commissioned Peace Officer for minimum of two (2) years

– Proof of Current First Aid/CPR Certification
– No known Brady-Garrity issues on file
– No sustained formal complaints within the last two (2) years
– Good rapport-building and communication skills
